How to get fair on your whole body?

kso, im tan, and my skin can really get weird sometimes. In winter it will become so fair and stuff but then again in summer it will become really dark. Well the summer is here, and i dont want to look like a blackie. i had gym class today and i wore a white t-shirt than i came home and looked at myself and went woooowwchh. Like seriously it looked so awful, cause the white color made my skin color look like black and i dont like that. So i want to get fair as soon as possible, in a couple of months, but what kind of products helps A LOT? and i live in norway btw, and it cant be tooooo costly either. Now do you guys know any ? let me know everything, advance thanks :)
